Morioka commanded 16 Division under 14 Army in the invasion of the Philippines. Elements of
the division landed at Davao and Legaspi while the main force came
ashore at Lamon Bay. His division was not thought highly of. Morioka
himself has been accused of being the officer responsible for ordering
the bombing of Manila after it had
been declared an open
city. Morioka also supported the landings at The Points on Bataan, which turned into a debacle.
