Tulare is a city at the southern end of the
central valley of
California. There was a civilian airfield
nearby, at Mefford Field (119.326W
36.156N). Nearby Rankin Field (119.257W 36.154N) had just finished construction, and a civilian flight school at the airfield contracted with
the Army to train student pilots
during the war.
